Packaging partners need to provide material specifications, certificates of analysis, change notification procedures, quality management evidence and extractables and leachables data where relevant. For connected packaging, buyers should also review software validation, cybersecurity controls, system access rules and data ownership. These checks are becoming standard as manufacturers review pharmaceutical manufacturing, equipment upgrades and active pharmaceutical ingredients strategies together. 

Scalability is equally important. A serialisation feature may work on one pilot line but fail when applied across multiple strengths, languages, and market packs. Procurement teams should test whether suppliers can support higher output, aggregation, rework flows and future EAEU packaging regulations. The strongest commercial outcome is not the lowest unit cost.
