Russia Plans to Resume Support for Registration of Medicines Abroad

The Ministry of Industry and Trade of Russia is considering the possibility of resuming subsidies for the costs of pharmaceutical companies for the registration of domestic medicines outside the country. According to the Deputy Minister of Industry and Trade of the Russian Federation Ekaterina Priezzheva, the launch of such a support mechanism is possible in 2027.

According to her, the decision is related to the current budget cycle: it is no longer possible to include the program in 2026, so the corresponding planning is postponed to 2027.

Earlier, the head of the Ministry of Industry and Trade, Anton Alikhanov, called the development of the export of domestic drugs one of the key tasks of the ministry. According to the agency, in 2025, the export of Russian medicines reached about $1.3 billion, an increase of more than 30%. Today, Russian pharmaceutical products are supplied to more than 150 countries, including Kazakhstan, Belarus, Turkey and Algeria.

In addition to the resumption of subsidies for registration procedures, the ministry is also working on a new mechanism to stimulate pharmaceutical exports - export cashback. It is assumed that companies will be able to count on partial reimbursement of costs when entering foreign markets. Manufacturers with GMP certificates and confirmed export contracts may be a priority. At the same time, the final parameters of the program have not yet been approved.

The previous program of subsidizing registration costs was in demand by manufacturers, but its resumption will require a revision of budget allocations.
